Helpful
Tenders land at Waitangi wharf. The Waitangi Treaty Grounds are close by and Paihia is a few minutes further, but the wider Bay — Russell, the islands, the Hole in the Rock — needs a boat or a tour.
More details
Being a tender port is the defining constraint: the return is a queue rather than a walk, and tendering is weather-dependent, so calls here are curtailed more often than at an alongside berth. Anything involving a second boat trip out into the Bay compounds that, and is better booked than improvised.
For the Hole in the Rock and the outer Bay a booked trip handles the boat and, more importantly, gets you back in time for the last tender.
Return risk
Moderate
Main risk
Tender operation and weather; onward boat trips into the Bay
Tender-dependent in both directions and exposed to sea conditions, with onward boat trips adding a second dependency.

Tender
How everyone gets ashore. Far North Holdings states its Waitangi pontoon takes three standard 100-passenger tenders at all tides and handles ships of up to 5,000 passengers.
Shuttle
Tourism New Zealand: from Waitangi, free shuttles run to the Paihia i-SITE, "less than 5 minutes' drive or 2.1km (1.3 miles) away".
Ferry
Tourism New Zealand gives the Paihia-Russell ferry as departing every 20 minutes from 7am to 10pm, NZ$6 one way and NZ$10 return.
Boat tour
The only way to reach the Hole in the Rock and the outer islands, on a fixed schedule.
Public transport: Not practical

Exploring Bay of Islands
Simplest approach
Tender ashore and start with the Waitangi Treaty Grounds, which the landing sits on. Take the free shuttle into Paihia, and if the call is comfortably long add the Russell ferry. Then head back to the designated tender point with a real buffer — the last tender is the fixed point of the day, not a suggestion.
Best DIY choice
Waitangi Treaty Grounds
Tourism New Zealand: "The wharf is on the Waitangi Treaty Grounds and it's just a 10 minute walk from there to the Treaty House."
Free shuttle
Paihia
2.1 km from Waitangi and under five minutes by shuttle. Walkable once there, and the hub for boat trips.
Ferry, or a direct tender
Russell
Reached by the 20-minute ferry from Paihia, and on some calls tendered to directly for independent passengers. A charming town, and one more crossing between you and the ship.
Boat trip, book ahead
Hole in the Rock and the outer Bay
The headline Bay of Islands experience, and a second boat dependency stacked on top of the tender. Better booked than improvised.
Practical notes
Recommended visit duration
Four to five hours suits the Treaty Grounds and Paihia once tender time is allowed for at both ends; adding Russell or a Bay cruise wants a long call.
Accessibility
Tender boarding is the significant mobility consideration and is affected by sea conditions; the Waitangi pontoon is designed to take tenders at all tides, which helps but does not remove the step. The Treaty Grounds and the Paihia and Russell town centres are themselves manageable.
Weather
Sea conditions govern the tender operation in both directions, and New Zealand sun protection matters more than visitors expect — most of the day is outdoors and on the water.
Crowds
A multi-ship day is the pressure point: Far North Holdings splits two ships across Waitangi and either Paihia or Russell, and tender, shuttle and boat-trip demand all rise together.
